Berlin _ Sudan Now – December 12, 2025
The Governor of Darfur Region, Minni Arko Minawi, said that talk of a humanitarian ceasefire in Sudan is meaningless unless it is accompanied by the withdrawal of the RSF militia from cities, civilian facilities, and citizens’ homes, and their regrouping in designated locations. He added that this must also include the removal of mercenaries and the release of abductees, in order to allow civilians to return to their homes in a safe environment.
This came during his meeting on Friday at the German Foreign Office in Berlin with Gesa Bräutigam, Director for Sub-Saharan Africa and the Sahel at the German Foreign Office, as part of an official visit by the Governor of Darfur Region to the German capital.
Minawi described what is happening in Sudan as a comprehensive war of aggression, holding the international community responsible for failing to protect civilians. He noted that the events in the city of Al Fashir are an extension of a long record of violations committed by the RSF militia, including mass killings, forced displacement, and serious violations of international humanitarian law.
The Governor of Darfur Region affirmed that the Sudanese government remains committed to achieving a fair and sustainable peace that preserves the country’s sovereignty, unity, and the rights of its citizens. He reiterated the government’s rejection of the “Quartet” initiative due to the participation of the UAE among its members, stressing that any party involved in the war cannot serve as a mediator in the peace process.
Minawi noted the continuation of consultations between Sudan and the Kingdom of Saudi Arabia, the Arab Republic of Egypt, and the United States of America, along with other international partners, aimed at halting the war and achieving stability.
For her part, the German official said she was shocked by the events in El Fasher and extended her condolences to the victims’ families. She affirmed that Germany continues its efforts within the framework of the European Union to exert pressure on the RSF militia, including through sanctions on senior leaders, and working with European partners to consider expanding the scope of these sanctions.
Bräutigam also expressed her country’s concern over developments in Kordofan and reports regarding the flow of weapons to the RSF militia. She reaffirmed Germany’s commitment to continuing its international outreach to halt the war and support the peace process in Sudan.
