The Council of the European Union announced today the imposition of a new package of sanctions targeting seven individuals, citing the “dramatic escalation of violence” in Sudan and the accompanying serious violations of international humanitarian law and human rights law, particularly in the Darfur region and other parts of the country.
The Council said, in an official statement obtained by ”Sudan Now”, that five of those targeted by the sanctions are linked to the RSF, while two are associated with the Sudanese Armed Forces, stressing that responsibility for the continuation of the war lies with both parties and their allied groups. Those named include Algoney Hamdan Dagalo Moussa, a major in the RSF and the brother of its commander, along with other commanders and officers. The sanctions also cover figures supporting the Sudanese Armed Forces, among them Al-Misbah Abuzaid Talha, commander of the “Al-Bara’ ibn Malik” Battalion.
According to the statement, the listed individuals are “associated with entities that threaten peace, stability, and security in Sudan,” adding that the sanctions aim to strengthen accountability for serious violations and to send a clear message that impunity will not be tolerated.
The measures imposed include the freezing of assets within the European Union, travel bans to its member states, and a prohibition on making any funds or economic resources available, directly or indirectly, for the benefit of the sanctioned individuals.
With these additions, the total number of individuals subject to the EU’s Sudan sanctions regime rises to 18, alongside eight entities, under a framework first adopted in October 2023 and subsequently expanded through successive packages in 2024 and 2025.
The European Union affirmed that it will continue its engagement, including at the highest levels, to support efforts toward a sustainable end to the conflict, and that it will not hesitate to use the full range of its foreign policy tools, including targeted sanctions to push the parties toward a ceasefire, the protection of civilians, and the creation of an inclusive political process that reflects the aspirations of the Sudanese people.
The statement added that the relevant legal decisions have been published in the Official Journal of the European Union, granting them immediate effect.
