The UN Security Council Committee on Sudan sanctions announced the designation of four individuals UN Security Council Imposes Sanctions on Four Figures Linked to RSF its sanctions list, including Algoney Hamdan Dagalo, brother of RSF commander Mohamed Hamdan Dagalo, known as “Hemedti,” under Resolution 1591 concerning Darfur.
According to the statement, Algoney serves as the procurement director for the RSF and was accused of playing a key role in securing weapons and military equipment, contributing to the continuation of hostilities, particularly in the Darfur region. The sanctions include a travel ban and asset freeze.
The list also included three other individuals: Alvaro Andres Quijano Becerra, founder of the “A4SI” agency; Claudia Viviana Oliveros Forero, the agency’s director; and Mateo Andres Duque Botero, who are suspected of links to logistical and financial support networks.
The decision comes amid growing international pressure to halt the flow of weapons to parties involved in the conflict in Sudan, amid repeated accusations of grave violations against civilians in Darfur and other areas.
The United States had previously imposed sanctions on Algoney Hamdan Dagalo, including an asset freeze and a ban on dealings with him, over his role in managing supply networks that provided the RSF with weapons and equipment.
US sanctions also targeted Colombian companies and individuals, including figures linked to the A4SI agency, on accusations of providing logistical and financial support to the forces, including facilitating deals and transporting military equipment as part of a cross-border network supplying parties to the conflict in Sudan.
The US Treasury Department also expanded its sanctions in April 2026 to include a network involved in recruiting and deploying foreign fighters, most of them former Colombian military personnel, to fight alongside the RSF in Sudan. The sanctions targeted individuals and companies.
Since the outbreak of fighting in April 2023, Sudan has been experiencing one of the world’s worst humanitarian crises, with the conflict expanding and violations increasing, particularly in 4the Darfur region.
