The sanctions committee of the UN Security Council, established pursuant to Resolution 1591 on Sudan, announced the addition of four individuals to its sanctions list, under measures imposed in accordance with Chapter VII of the United Nations Charter.
The list includes senior commanders of the RSF, namely:
* Jiddo Hamdan Ahmed, Commander of the RSF’s North Darfur Sector, known as “Abu Nashouk”.
* Abdul Rahim Hamdan Dagalo, Deputy Commander of the RSF, born in Khartoum in 1972.
* Al-Fateh Abdallah Idris, an RSF brigadier, known as “Abu Lulu”.
* Al-Tijani Ibrahim Moussa Mohamed, an RSF field commander, known as “Al-Zeir Salem”.
The committee clarified that the listing of the four individuals was formally approved on 24 February 2026, as part of the UN Security Council sanctions list related to Sudan, which typically includes measures such as travel bans and asset freezes under the UN sanctions regime.
The committee further confirmed that the narrative summaries outlining the reasons for listing are available on the official website of the sanctions committee, along with the updated version of the UN Security Council consolidated sanctions list.
The update to the sanctions list comes amid escalating international pressure on parties involved in the Sudanese conflict, as accusations of serious human rights violations continue during the war ongoing since April 2023, particularly in the Darfur region.
The sanctions regime established under Resolution 1591 is considered one of the key tools used by the UN Security Council to hold individuals and entities accountable for undermining peace and stability in Sudan, by imposing financial restrictions and international travel bans.
