The Ambassador of the Republic of Sudan to Berlin, Ilham Ibrahim Mohammed Ahmed, has submitted an official memorandum to the German Federal Foreign Office, outlining Sudan’s position rejecting the holding of the Berlin Conference on Sudan without the participation of the government and without prior consultation with it on all arrangements.
This came during a meeting between the ambassador and her German counterpart, Gesa Bräutigam, Director for Sub-Saharan Africa and the Sahel at the German Foreign Office, in the presence of Deputy Head of Mission Ambassador Idris Mohammed Ali.
The ambassador stressed that any deliberation or reporting on Sudan without the involvement of its government constitutes a clear violation of international law and the Charter of the United Nations, as well as a breach of the principles of sovereignty and established diplomatic norms. She rejected what she described as attempts to equate the national state and its legitimate institutions with what she termed a “terrorist militia,” warning that such actions contribute to undermining the state and encouraging the emergence of parallel entities.
The ambassador expressed Khartoum’s concern over the invitation of countries it describes as involved in the conflict, considering that this undermines the credibility of the conference and encourages the continuation of external interference.
In contrast, the ambassador reaffirmed Sudan’s commitment to a peaceful resolution in line with the roadmap launched by the Chairman of the Transitional Sovereignty Council in March 2025, and the peace initiative presented by the Prime Minister before the UN Security Council in December 2025. She welcomed any international efforts that respect Sudan’s sovereignty, unity, and territorial integrity.
She concluded with an explicit diplomatic warning, indicating that the patronizing approach reflected in the conference could prompt Khartoum to reconsider its relations with the organizing and sponsoring countries, in accordance with the principle of reciprocity.
The German capital, Berlin, is set to host on April 15, 2026, the third edition of the Conference on Supporting Peace and Reconstruction in Sudan, as part of ongoing international efforts to address the Sudanese crisis politically and humanitarianly.
The conference is being convened at the invitation of Germany, France, the United Kingdom, the United States, the European Union, and the African Union.
