Mohieddin Salem Ahmed, Sudan’s Foreign Minister, reaffirmed the Sudanese government’s commitment to ending the country’s crisis through “peaceful means” and building broad national consensus, during his participation in the 13th World Urban Forum held in Baku, the capital of Azerbaijan.
These remarks by the Foreign Minister regarding the government’s commitment to peaceful solutions come at a time when the Chairman of the Sovereignty Council, Abdel Fattah al-Burhan, has repeatedly affirmed his insistence on continuing the fighting, announcing his rejection of any settlement or negotiations with the RSF, and stressing that the war will continue until the “elimination of the rebellion,” as he put it.
The minister said that Sudan submitted a comprehensive peace initiative to the United Nations and the Security Council in late 2025, which includes a ceasefire, protection of civilians, ensuring the delivery of humanitarian aid, and support for displaced persons and refugees, in addition to disarmament programs, reconstruction, and national reconciliation.
He noted that the war has caused widespread destruction affecting infrastructure, residential areas, and basic services, leading to the displacement of millions of Sudanese and creating major challenges for reconstruction efforts and the restoration of services.
He added that the government has begun implementing programs to rehabilitate basic services in some areas that have witnessed the return of displaced persons and refugees, alongside a project to build one million housing units dedicated to youth and low-income groups.
These remarks by the Foreign Minister come as the war between the Sudanese Armed Forces and the RSF continues since April 2023, amid stalled political settlement efforts and diverging official narratives regarding the prospects of a negotiated solution and an end to the conflict.
